States Asked to Send Women, SC/ST Officers for Central Deputation Roles

NEW DELHI: The Center has asked all states to nominate women officers and women officers from Scheduled Caste and Scheduled Tribe communities for appointment to key posts in the Central representative body so that they can be provided adequate representation.

The Union personnel ministry, in a letter to chief secretaries of all states, has asked to nominate only officers who are unlikely to be recalled on the grounds that they have enjoyed the promotion for at least two years.

Sponsored officers will be appointed to posts under the Central Staff Scheme (CSS) and to the posts of Chief Vigilance Officers (CVOs) in central public sector enterprises (CPSEs) and other Central government organisations. CVOs act as a remote arm of the Central Vigilance Commission to check corruption in government departments.

“The names of a sufficient number of women and SC and ST officials may be sponsored so that they can be provided with adequate representation,” the notification dated December 10 said. The Ministry’s letter stated that details of any investigation/complaint/prosecution that may affect the applicant’s reserve status may also be forwarded.

Such movement of officials from states is crucial in developing capabilities and contributing to the development of state perspectives at the Center or a national perspective in the state at decision-making levels, it said.

“I would also like to draw your attention to the Central Deputation Reserve (CDR) data for IAS officers, which determines which officers can be posted on deputation to the Government of India. Proper cadre management requires appointment of adequate number of officers to the Center under the Central Recruitment Scheme,” the letter said. he said.

This will also ensure that every eligible officer has the opportunity to serve at least once at the mid-management level at the Centre, the letter said. “It is also requested to ensure that an officer who is ‘offer listed’ continues to be available for evaluation throughout the year,” he said.

Withdrawing the name of an officer after his name has been suggested could result in a five-year ban from Central representation, including on foreign assignments, the ministry said.

DoPT said the nomination process for posts under CSS, CVO posts in CPSEs and other organizations will be routed through a dedicated portal from January 1, 2026.

The government usually calls for nominations every year for key positions such as joint secretaries, directors, deputy secretaries and CVOs. A similar letter was sent to secretaries of all central government departments to recommend officers for Central deputation.
