Himalayan security needs military–civilian–society fusion, says Uttarakhand governor

While the Central Sector has traditionally been thought of as relatively peaceful, current conditions require continued vigilance and advance preparation, he said. He emphasized the need for effective coordination between the military, civil administration and society to strengthen security in the Himalayan region, especially in the Central Sector of the India-China border.
The governor said contemporary security challenges are no longer limited to direct military activities, but are also shaped by factors such as hybrid warfare, Gray zone activities, dual-use infrastructure and ongoing pressure in border areas. In such a scenario, the long-term security of the Himalayan regions can be ensured not only by military preparedness but also by effective coordination with the civil administration, local communities and technology.
Describing border villages as a vital component of national security, he said that local communities are not only beneficiaries but also partners and enablers of border security. He said programs such as “Vibrant Villages” promote social and economic development as well as population stability, logistical strength and sustainable national presence in border areas.
Highlighting the role of infrastructure in the High Himalayan regions, the Governor said roads, tunnels, bridges, air connectivity and telecommunication facilities are essential components of operational readiness. Referring to the Chardham project, he said it not only strengthens pilgrimage and disaster management but also strengthens strategic mobility and security preparedness.
He underlined the importance of modern technology, saying that drones, advanced surveillance systems and artificial intelligence-based platforms are helpful in situational awareness and quick response, but technology cannot be a substitute for leadership, prudence, and institutional strength.
In his speech, Prime Minister Pushkar Singh Dhami said that the suggestions emerging from the seminar will help strengthen our strategic policy and will play an important role in the development of the Himalayan region.
CM Dhami also added that considering the challenges of the Himalayan region such as harsh geographical conditions and limited population, better coordination between the army, civilians, civil administration and technical experts is vital. According to him, citizens living close to borders in the Himalayan regions are the country’s greatest strength, truly serving as the eyes and ears of the nation and playing a vital role in national security.
