Bodycam shows murder suspect claiming ‘man-made material’ controls him

Newly released body camera footage shows Charlotte light rail murder suspect Decarlos Brown Jr. telling officers that a “man-made material” was controlling his body, months before he allegedly stabbed Iryna Zarutska to death.
The Charlotte-Mecklenburg Police Department on Tuesday released footage of officers responding to a welfare check on Brown in January. Brown called 911 to report that a “man-made material” had been placed inside his body and was controlling him.
A police officer at the scene asked Brown: “Do you think there’s someone inside you controlling you?”
Brown said the substance was placed inside him “without his permission or permission” and that it controlled all of his body functions, including what he ate.

“I’m asking you to investigate because the doctor doesn’t have any tests or scans to find out what my body has been exposed to,” Brown said.
Brown could be seen in the body camera footage explaining that he “woke up on the ground” and “someone did something to my body.”
The incident occurred months before Brown allegedly killed Zarutska, 23, on the LYNX Blue Line light rail in August. Authorities announced that the violent stabbing attack was unprovoked.

During the approximately 30-minute encounter, officers recommended Brown seek a medical evaluation at a hospital.
While officers were still on scene, Brown made a second 911 call requesting help. He was arrested and charged with misusing the 911 system.
Brown told officers that doctors tried to diagnose him with schizophrenia but “got it wrong.”
“I’m mentally perfect,” he added.
Despite Brown’s comments, CMPD said the officers did not commit an involuntary commitment because he did not verbally indicate any intention to harm himself or others.

North Carolina Adult Correctional Institution records reveal that Brown has an extensive criminal record that includes convictions for burglary, break-in and armed robbery.
He was sentenced to five years in prison in 2015.
