Tamil Nadu lags in e-Shram registrations, achieves less than half of target, reveals Union government data

According to the data of the Ministry of Labor and Employment, Tamil Nadu reached less than 50% of the E-Shram registration target for non-organized workers.

On August 11, according to a written response in Lok Sabha, Tamil Nadu was appointed to the target of 2.17 Crore’s unorganized workers’ records. However, as of August 3, 2025, only 93.13 Lakh workers were recorded – only 43% of the target.

E-Shram Portal, initiated by the Union Government in August 2021, is designed to bring platform workers, concerts and temporary workers into a central welfare framework. Individuals registered in the portal are entitled to a number of state -supported social security advantage. These include Pradhan Manti Ayushman Bharat Health Program up to La 5 Lakh.

In addition, registered workers have the right to access La 2 Lakh and La 1 Lakh accident insurance, as well as access to various other programs provided by the union government in case of permanent disability.

While Tamil Nadu hosted a large informal labor force, it was not among the top 10 states in total records. On the other hand, states such as Uttar Pradesh exceeded their targets and recorded more than 8.39 Crore workers against the 6,66 Crore target.

Interestingly, in Tamil Nadu, the record of female workers (59.4 lakh) leaving behind male workers (33.7 lakh). Nevertheless, the general numbers reflect a significant deficiency.

Members of non-organized workers’ Federation, especially in rural and semi-urban areas where awareness of the e-Shram portal was limited, called on the field level of social assistance at the field level. The Federation also requested the withdrawal of four new labor code and demanded industrial protections for vulnerable sectors such as construction, fishing and agriculture.
