Telangana High Court Issues Interim Stay on CAT Bench Orders

Hyderabad: The Telangana High Court on Monday ordered an interim stay of the Hyderabad Bench, the Central Administrative Tribunal (CAT), which reallocated IAS officer Amrapali Kata to the Telangana cadre. The court was hearing an appeal filed by the Centre, challenging the CAT’s June 2025 order.
The CAT had quashed the directive of the Union department of personnel and training (DoPT) allotting Kala to Andhra Pradesh. In its orders in June, the CAT had directed the DoPT to allocate it to the Telangana cadre. Challenging the CAT orders, DoPT filed an appeal in the Telangana High Court.
Deputy solicitor general Narasimha Sharma and additional solicitor general Bhujanga Rao, appearing for the state, strongly opposed the CAT’s order and submitted to the court that the officer chose Telangana by switching places with another IAS officer of reserved category, which would not have been allowed under the provisions.
A division bench comprising Chief Justice Aparesh Kumar Singh and Justice G M Mohiuddin directed them along with the governments of Telangana and Andhra Pradesh to file their submissions against Kata within four weeks.
The matter has been adjourned for six weeks and will be heard along with another IAS officer, Ronald Rose, along with a related case. In a similar case, the Supreme Court had earlier set aside the CAT order allocating Rose to the Telangana squad.
The controversy arises from the October 2024 orders issued by the DoPT based on the Khandekar committee report directing all India services (AIS) officers allocated to a particular state at the time of bifurcation to join that state. Many civil servants, including Kata, failed to take action against the order in the Supreme Court. They joined the allotted states and challenged the directive before the CAT.
After completing the hearings, the CAT gave its verdict on June 24, 2025, directing the Center and both the states to reassign Kata to Telangana. DoPT appealed to the Supreme Court and the court has now stayed the court’s order. The final allocation of officers will depend on the final decision of the Supreme Court.
HC: Go Legal on Sunnam Cheruvu
Hyderabad: The Telangana High Court has directed HYDRAA and other departments that the restoration and rejuvenation work at Sunnam Cheruvu in Allapur in Serilingampally mandal should be carried out within the legal framework and they should ensure that no untoward incidents occur. The court also instructed the police concerned to take protective measures when necessary.
The court explained that the divisional revenue officer (RDO) should ensure that his instructions are strictly followed and prevent untoward incidents. The RDO was directed to record the work in progress and submit the video in a sealed cover at the next hearing date on Wednesday.
Remove Fake Videos of Jr NTR, Order Delhi HC
Hyderabad:Cinema Actor NTR Jr approached the Delhi High Court seeking protection of his personality rights against unauthorized use of his name, image, likeness and other identifying attributes on social media and e-commerce platforms.
Justice Manmeet Pritam Singh Arora of the Delhi High Court heard the matter on Monday and directed social media intermediaries and e-commerce platforms to consider the actor’s case as a formal complaint under the Information Technology (Intermediary Guidelines and Digital Media Code of Ethics) Rules, 2021. In compliance with these rules, the intermediaries have been instructed to take necessary action regarding the complaint within three days.
Senior advocate J. Sai Deepak, representing Jr NTR, stated that a large amount of material misappropriating the personality of the actor is circulating on digital platforms. He claimed that the content was uploaded, shared and used for commercial gain without the player’s permission. The lawyer argued that such abuse had become widespread and required urgent judicial intervention.
The court announced that it would issue a detailed decision on December 22, the next hearing date.
The court gave directions in interim applications filed by HYDRAA seeking assistance from Madhapur police to carry out restoration work at Sunnam Cheruvu and maintain law and order.
Members of SIET Maruthi Hills Colony Welfare Association had earlier approached the Supreme Court, alleging that HYDRAA had demolished the structures without giving notice and verifying the full tank level (FTL) of the lake. The court then ordered FTL to be investigated and repaired.
HYDRAA filed the provisional application in the petition seen on Monday. Imran Khan, the other attorney general representing HYDRAA, stated that members of the welfare association were interfering with restoration and rejuvenation activities in the FTL area.
After hearing both sides, the court allowed HYDRAA to continue its restoration work peacefully, ensuring that no adverse events occurred, and adjourned the matter for further hearing.
