What is behind the spike in pothole related call-outs?

I was driving on the B653, a well-used country road, when the pothole appeared. The path was too narrow to turn off and we heard a nasty clatter. I turned on my hazard lights, as did the driver in front and the two vehicles behind. Tires of four cars burst due to the pothole.
