Rep. Jim McGovern introduces bill to end “counterproductive” U.S. embargo against Cuba

On Thursday, Massachusetts Representative Jim McGovern introduced a bill in the House of Representatives calling for an end to the 64-year-old U.S. embargo against Cuba.

The proposed measure comes as the Trump administration moves to impose a total oil blockade on the island nation following the kidnapping of Venezuelan President Nicolás Maduro.

Since Maduro’s capture, the United States has cut off shipments of Venezuelan oil to Cuba. President Trump too threatened to impose tariffs countries that send oil to the island.

The oil shortage in Cuba has raised concerns from international organizations. United Nations warned It was stated that the extension would strain the already fragile fuel situation and create a humanitarian crisis in the country.

“We have been waiting for 60 years” [the] The embargo is to do what politicians in Washington claim it will do: provide freedom or democracy to the Cuban people. It failed,” McGovern wrote. newly introduced bill.

“It’s time to throw away the old, outdated, failed policies of the past and try something different. Let’s focus on the Cuban people and treat them like people who want to live their lives in dignity and freedom. The Cuban people, not the politicians in Washington, should decide their own leaders and their own future.”

Massachusetts representative’s proposal mirrors a similar invoice It was introduced to the U.S. Senate in 2025 by Oregon Senators Ron Wyden (D-Ore.) and Jeff Merkley (D-Ore.).

Additionally, McGovern criticized the seemingly hypocritical nature of the blockade over Trump’s desire to curb immigration in the United States.

“The Trump administration says they want to reduce immigration, but their hard-line approach only worsens living conditions in Cuba and encourages immigration to the United States,” he wrote.

“Not only is the embargo absurdly ineffective, it is counterproductive and harms the very people it claims to help. It is not Cuban elites who are harmed by our policies; it is ordinary people and families who are deprived of food, medicine, and basic needs. We must use diplomacy and interaction to achieve our goals.”

McGovern is not new to seeking to end the embargo; His defense of the issue dates back to at least 2000.

At the turn of the century, he wrote an op-ed in The Times calling on former President Bill Clinton to end the Cold War politics that loomed over tensions between the two countries.

“The President…must announce to the Cuban people that the Cold War is finally over,” McGovern wrote in his 2000 article. “He should announce that he will use his executive authority to normalize diplomatic relations, lift travel restrictions on U.S. citizens seeking to travel to Cuba, and waive the outdated economic embargo to the extent permitted by existing law.”

Other Democratic congressmen have criticized the destructive nature of the oil embargo in recent days. Representative Alexandria Ocasio-Cortez He compared the Cuban crisis to the Gaza crisisRepresentative. Minnesotan Ilhan Omar made a call Lifting the “cruel” and “despotic” blockade and Illinois Representative Chuy García said: The blockade is the “deliberate starvation of civilians” in Cuba.

Mexican President Claudia Sheinbaum sent her country’s two navy ships filled with humanitarian aid to the island last week to help stop the humanitarian crisis emerging in Cuba, despite Trump’s tariff threats.

In another effort to send aid to Cuba, an international coalition is preparing to send a fleet containing resources to the Caribbean archipelago in March. It takes its name from the 1891 article “Nuestra América” by Cuban independence leader José Marti.Nuestra America Fleet” mission is inspired by the Global Sumud Flotilla, which attempted to bring aid to Gaza last year during Israel’s blockade of the Palestinian coastline.

The coalition includes political and grassroots organizations Progressive International, People’s Forum and Code Pink, among others.

“We are sailing to Cuba, bringing critical things” humanitarian aid “For its people,” organizers wrote on the flotilla’s official website, “the Trump administration is strangling the island, cutting off fuel, flights, and supplies critical to survival. The consequences are lethal for newborns and parents, for the elderly and the sick.”
