GeM releases detailed Vigilance Week guide to strengthen transparency in procurement

New Delhi [India]September 25 (Memorial): Mihir Kumar, the CEO of the Government E-Market (GEM), announced a detailed plan for alertness awareness week, focusing on educating public buyers and public procurement to ensure compliance with the rules and sellers.
Gem Executive Officer said that the initiative aims to keep the stakeholders and to raise awareness of how the supply is different from optional special purchases in accordance with the rules of government. “Government supply is based on politics, based on rules. It is very important that you are aware of the rules.” He said.
Describing the approach, Kumar said that the campaign would encourage both buyers and sellers to be “Satark” about procedures to prevent errors in supply. “A well -intentioned error can be forgiven; a trowel seedling error cannot be forgiven. Often, in the absence of knowledge, people try to color a good -intentioned error as a trowel seedling error. We will publish a series of dos and patterns to avoid it.”
He stressed that preventive alertness would be the focus of exercise. “Preventive awake means that you have stopped it in advance. Once there is a mistake, it must be investigated. Depending on the weight of the error, there may be a department investigation or a criminal investigation.” He said.
The GEM platform, which has been operating for nine years, has been designed to provide a transparent ecosystem for public procurement. Kumar said that the portal enables all offers, records and contracts to be seen by the public. “This process of transparency is trying to negate that there is a large lack of information. We have reduced information asymmetry,” he said.
He also referred to a study conducted by Ernst & Young in six states, which has found that the supply has reduced the return time to 30-60 days through the Gem, and that it shows higher levels of competition and participated in an average of more than five offers.
Kumar said that Gem is working with states to make Gem’s procurement rules compatible with central processes. “Many states have taken a step that completely aligned its supply processes like Uttar Pradesh compared to Gem. We convince other states to adopt the best practices.”
The portal also received significant participation from micro and small enterprises, female entrepreneurs and initiatives. According to Kumar, their contributions are higher than 25 percent and more than 40 percent.
GEM also provided unique supplies, including vaccines, defense requirements and examination services. Kumar stressed that the platform encourages sustainable supply in line with the government climate change policy.
Within the scope of Alerting Week, GEM will continue to publish awareness material and maintain communication with stakeholders to strengthen compliance and prevent deviations.
