Royal Mail fined £21m by Ofcom for missing delivery targets | Royal Mail

Royal Mail has been fined £21 million for failing to meet annual first- and second-class mail delivery targets, resulting in millions of letters arriving late across the UK, regulator Ofcom said.

This makes it the third-largest fine ever imposed by the UK communications watchdog.

Ofcom found Royal Mail delivered 77% of first-class mail and 92.5% of second-class mail on time in the 2024-25 financial year. This rate remained below the targets of 93% and 98.5%, respectively.

Ofcom executive director Ian Strawhorne said: “Millions of important letters are arriving late and people are not getting what they paid for when they bought stamps.

“These persistent failures are unacceptable and customers expect and deserve better. Royal Mail must urgently rebuild consumer trust. This means making real significant improvements, not more empty promises.”

In April this year, the price of a first-class stamp increased again by 5p to £1.70, while the cost of a second-class service increased by 2p to 87p.
