Two men arrested for deceptive business practices, police say
EL PASO, Texas (KTSM) — Two men were arrested for deceptive business practices, according to the Horizon City Police Department.
Police said Juan Quiroz was arrested on Sunday, October 19, while Pedro Eliel Rodriguez was arrested on Tuesday, October 21, on a warrant for deceptive business practices.

Quiroz was arrested just after 3 a.m. Sunday after officers conducted a welfare check on a vehicle parked for hours at a public park located at 14565 Claret Cup in Horizon.
Officers identified Quiroz and records revealed he had an active felony warrant for deceptive business practices along with a prior conviction by the El Paso County Sheriff’s Office.
Rodriguez was arrested at the Ysleta Port of Entry just before 12 a.m. Tuesday after officers reported a wanted man was attempting to enter the U.S. from Juarez.
Officers met with U.S. CBP agents who identified Rodriguez, and a records check confirmed he had an active warrant out of Horizon City for deceptive business practices.
Rodriguez and Quiros were taken into custody and both were transported to the El Paso County Detention Facility.
Rodriguez was held under $10,000 bond and Quiroz was held under $2,500 bond.
