Senate could vote as early as tomorrow on Republican shutdown bill

The Senate could hold a test vote tomorrow afternoon on a renewed Republican bill to end the government shutdown and fund parts of the government for the remainder of the fiscal year.

We are still awaiting bill text on a measure that would fund the government through the end of January and provide money for the Department of Agriculture (which funds SNAP), the Department of Veterans Affairs, and military construction projects and Congress through September 30, 2026.

Only after the text is published tonight or tomorrow morning will things start moving forward.

This appears to be a pure spending bill that does not include anything separate for the renewal of Obamacare subsidies.

Test voting needs 60 yes time. This requires the participation of Democrats. Fox was told to watch the following Democratic senators to see if they would vote to break the filibuster, even though they were not required to vote for the final bill. Only a simple majority is sufficient here.

Fox was told it was a universe of potential senators meeting with Democrats to watch as much as possible to break a filibuster:

Senate Minority Whip Dick Durbin, D-Ill.; and senators Jeanne Shaheen, D.N.H.; Jack Reed, D.R.I.; Jon Ossoff, D-Ga.; John Fetterman, D-Pa.; Catherine Cortez Masto, D-Nev.; Maggie Hassan, D.N.H.; Gary Peters, D-Mich.; Angus King, I-Maine; and Patty Murray, D-Wash. Murray is the top Democrat on the Senate Appropriations Committee. Fox was told that Murray used key language in the weak spending deal.

This is a fragile coalition and could fall apart.

But if the Senate overturns the filibuster, it’s only a matter of time before senators vote to reopen the government. In fact, it’s possible the Senate could vote Sunday night if senators can work out a time agreement.

In the book, the Senate is given significant debate time in the event of a filibuster being broken. Fox was told that progressives, angry that they’re getting nothing on health care and being burned by their own party, may try to drag things out as long as possible. That could mean the Senate won’t vote on final approval until Tuesday or later.

But by the same token, Democrats are merely blocking the distribution of SNAP benefits. So they can agree on an expedited process.

Parliament was given 48 hours’ notice to return. Therefore, the House may not return until midweek to align with the Senate and reopen the government. However, the Assembly is likely to be recalled as soon as possible.

The Parliament’s attitude towards this law is unclear. But it’s hard to believe that most Republicans won’t accept this deal. Also included are Reps. Tom Suozzi, DY; Marie Gluesenkamp Perez, D-Wash.; and Jared Golden, D-Maine, are among moderate Democrats who could vote yes if the GOP loses a few votes. Golden was the only House Democrat to vote for the former stopgap spending bill on Sept. 19. Golden has since announced his retirement.

Will the House swear in House-elect Adelita Grijalva, D-Ariz., before or after the vote? Democrats will bray if Johnson doesn’t swear in Grijalva’s favor before a possible House vote.

And as we said, it’s always about math.

The swearing in Grijalva reached 433 members in the House of Representatives with two vacant seats. The breakdown is 219 Republicans to 214 Democrats. That means the GOP can only lose two votes before needing help from Democrats.

Also, be prepared for a devastating Democratic war that will begin as Democrats break ties with their party. Major divisions will emerge between Democrats who voted to break the filibuster and those who held out for Obamacare subsidies.

Moreover, consider the rift that will emerge between House and Senate Democrats when this is over.

Here’s the kicker: It’s entirely possible that a group of Senate Democrats will throw their colleagues under the bus to end the shutdown, and the party will get no guarantees on health care money despite its risky political shutdown gambit.
