Ahead of Russian President Vladimir Putin’s two-day high-profile state visit, the national capital has been transformed into a security bastion with an unprecedented multi-layered protection network. Putin will arrive in Delhi today (Thursday evening) for the 23rd India-Russia Annual Strategic Summit.
The deployment of more than 5,000 security personnel, including elite forces and snipers, to ensure the security of the visiting delegation reflects the strategic importance of the bilateral meeting.

Senior officials of Delhi Police confirmed that the city is on maximum alert. Security agencies have prepared a multi-layered security mechanism:
Additionally, elite forces consisting of SWAT teams, counter-terrorism units and rapid response teams were deployed at every sensitive point, including important locations and routes.
Snipers and Aerial Surveillance: Snipers are deployed on rooftops along VVIP routes, with the support of high-tech anti-drone systems and constant monitoring by drones in the airspace.
Joint Command: Coordination is ongoing from minute to minute, with Indian security agencies working in close synchronization with Russian forward security teams who will man the innermost security perimeter around the President.
VVIP Monitoring: “From the president’s arrival to his departure, every movement will be monitored by multiple security agencies,” a senior police officer told news agency PTI.
Traffic Interruption is Expected
Strict traffic and transport management measures are in place to facilitate VVIP movement and route clearance:
Safe Routes: All mapped routes have been secured in advance with senior officers of Delhi Police supervising traffic regulation and sanitization of areas.
Published Recommendations: In order to minimize passenger inconvenience, directions and traffic warnings regarding restricted areas are published periodically.
Anti-Sabotage Measures: Hotels and diplomatic grounds in the Lutyens district have been disinfected and CCTV surveillance in the capital has been intensified.
Main Agenda: Defense, Trade and Future Projects
President Putin is visiting India after nearly four years and the summit agenda reflects the deepening “Special and Privileged Strategic Partnership” between the two countries:
High Level Meetings: Putin will receive a ceremonial welcome and will hold annual summit talks with Prime Minister Narendra Modi on Friday.
Prime Minister Modi will host the Russian President at a special dinner on Thursday evening. Putin is also scheduled to meet with President Droupadi Murmu.
Core Focus: The talks are expected to focus on, among other things, deepening defense ties, increasing economic cooperation and targeting $100 billion in trade by 2030 to protect bilateral trade from criminal sanctions.
Future InitiativesDuring the summit talks, important agreements and “promising projects” in areas such as industrial cooperation, innovative technologies, transportation, peaceful space exploration, mining and health will be discussed. India is also likely to seek to purchase more advanced Russian defense systems.
