Who is Pieter Elbers? IndiGo CEO gets DGCA’s show-cause notice over mass cancellations, disruptions

The Directorate General of Civil Aviation (DGCA) reportedly issued a show notice to IndiGo’s Chief Executive Officer (CEO) Pieter Elbers on Saturday following mass IndiGo flight cancellations.

According to the news agency, DGCA reportedly blamed the airline for major operational disruptions in recent days, citing “significant failures in planning, oversight and resource management.” MOMENT reported.

According to the notice, Elbers must respond within 24 hours to explain why enforcement proceedings should not be initiated against the carrier; Failure to respond will allow DGCA to decide the matter unilaterally.

“You are requested to provide reasons within 24 hours of receipt of this notice as to why appropriate enforcement action should not be taken against you in accordance with the relevant provisions of the Aircraft Rules and Civil Aviation Requirements for the above-mentioned violations,” the notice said.

Who is Pieter Elbers?

Pieter Elbers is a Dutch airline executive who has been CEO of IndiGo since 2022. According to his profile on IndiGo’s official website, he has over 30 years of industry experience.

The IndiGo crisis caught the attention of Chief Executive Officer Pieter Elbers, who apologized for the flight cancellation controversy.

Pieter Elbers’ career: Pieter’s foundation and experience are built on his impressive 30-year career with KLM Royal Dutch Airlines.

Before joining IndiGo, Pieter served as President and Chief Executive Officer of KLM for eight years.

He started his career at KLM in 1992 as an Aircraft Loading Manager. During his tenure at KLM, he held various key management positions in the Netherlands, Japan, Greece and Italy.

He was promoted to the position of Chief Operating Officer in 2011 and to the position of President and CEO in 2014. During this time, he also served as a manager in the AIR FRANCE-KLM Group.

Pieter also serves on the IATA Board of Directors and has been elected President since June 2024.

Education of Pieter Elbers: Pieter received a bachelor’s degree in Logistics Management and a master’s degree in Business Economics.

He also completed various executive programs at IMD, Lausanne and Columbia University in New York.

IndiGo chaos

Hundreds and thousands of IndiGo flights have been canceled and delayed over the past few days.

The DGCA said the “primary reason” for the cuts was IndiGo’s failure to make “adequate arrangements” to meet the revised personnel, tenure and staffing requirements under the newly implemented Flight Duty Term Limitations (FDTL) scheme.

The DGCA observed that the breakdown in services reflected “significant deficiencies in planning, supervision and resource management”, which amounted to prima facie non-compliance with the Aircraft Rules 1937 (Rule 42A) and relevant Civil Aviation Requirements (CAR) provisions on duty periods, flight time limitations and prescribed rest periods for crew.

The regulator also noted lapses in passenger care, noting that the airline failed to provide mandatory information or facilities to affected passengers following cancellations, delays and refusal to board, violating CAR provisions on passenger rights.

Since last week, the civil aviation sector in India has been hit by major disruptions, including cancellations, severe delays and rescheduling of many flights by IndiGo, mainly due to sudden shortage of pilots and crew following the implementation of the revised Flight Duty Time Limitations (FDTL) norms issued by the DGCA last year.

This has left thousands of passengers facing serious hardship, long queues and inadequate facilities, leaving some stranded at the airport for hours. Passengers also urged the airline to provide timely updates and support to minimize inconvenience.

According to airport data accessed on Saturday, many major hubs reported significant cancellations by IndiGo.

Hyderabad Airport recorded 69 planned cancellations, including 26 arrivals and 43 departures. At Delhi Airport operated by GMR, 86 IndiGo flights, including 37 departures and 49 arrivals, were canceled during the day. Disruptions were also reported at Ahmedabad Airport, where 35 departures and 24 arrivals were listed as planned cancellations.

At Kolkata Airport, 73 arrivals and 102 departures were scheduled during the day, of which 21 arrivals and 20 departures were canceled.

IndiGo apologized

IndiGo CEO Pieter Elbers apologized for the major disruptions by posting a video clip on social media.

“Unfortunately, it turned out that the previous measures taken in the last few days were not sufficient. Therefore, today we decided to restart all our systems and programs, which resulted in the highest number of cancellations ever, but was imperative for gradual improvements from tomorrow,” Elbers said.

“With these actions, we expect the number of cancellations to be below 1,000 tomorrow. DGCA’s support in providing ease of FDTL application is of great benefit,” he added.

Meanwhile, IndiGo issued an apology on Sunday following the disruption, stating that the airline “operated just over 700 flights connecting 113 destinations yesterday.”

In a statement published on X, IndiGo stated that the airline is now “on track to operate more than 1,500 flights by the end of the day.” Regarding destinations, more than 95% of the network connectivity has already been re-established as we have been able to operate to 135 out of 138 available destinations.”

“We know we still have a long way to go, but we are committed to rebuilding our customers’ trust. We thank all our partners and government agencies for their continued support and guidance. Most importantly, we would like to express our sincere gratitude to our customers and staff for their patience and cooperation during these difficult times. Once again, we apologize.”
