Jailed Awami Ittehad Party (AIP) leader and Member of Parliament (MP) Engineer Rashid wrote to Prime Minister Narendra Modi on Monday, December 8, 2025, to bring to his attention the “increasing disconnect between the Lieutenant Governor and the Prime Minister in Jammu and Kashmir”.
“I am writing to you with deep concern about the growing administrative disconnect between the administration of the Lieutenant Governor and the Prime Minister’s office in Jammu and Kashmir, which has unfortunately begun to impact day-to-day administration and delivery of essential public services,” the letter shared by AIP said. writes.
In the letter, the Baramulla Lok Sabha MP pointed out that the situation has started creating uncertainty among citizens and slowing down decision-making on key development and welfare issues. “People in Jammu and Kashmir are already struggling with difficult socio-economic conditions. Various development works, public grievances and routine administrative decisions are reportedly being delayed due to friction or unclear lines of authority. This is causing distress to the common people who look to the government with hope and expectation,” MP Rashid said in his letter. he said.
He sought the Prime Minister’s intervention and said, “Only your intervention can ensure proper governance, restore clarity of functioning and bolster the credibility of both institutions for the greater interest of Jammu and Kashmir.”
“I respectfully request that you kindly look into the matter and take steps you deem appropriate to ensure coordinated functioning between the Lieutenant Governor and the Chief Minister so that the administration remains stable, responsive and people-centred,” he added.
The 58-year-old AIP leader was arrested in 2019, just a day before the revocation of J&K’s special status. The National Investigation Agency (NIA) subsequently filed charges of “terrorist financing” under the provisions of the Unlawful Activities (Prevention) Act (UAPA). However, Mr. Rashid managed to win the parliamentary elections from Baramulla constituency in 2024 by contesting the elections from Tihar prison.
