He stated that Pakistan’s nuclear arsenal was mainly for defensive purposes against India.

Sethi admitted that Pakistan cannot match India in conventional warfare. He declared that Islamabad may abandon its ‘No First Use’ policy if it faces conventional attacks from India. He said his country cannot stop India through conventional military means and in such cases, nuclear weapons become a tool of survival.
He described Pakistan’s stance as defensive, as it is under pressure to preserve its existence.
According to Setrhi, Pakistan has not signed any formal agreement on the ‘Prohibition of First Use’ of nuclear weapons. He said India and the international community have repeatedly urged Pakistan to reach such an agreement. He explained that other countries had signed similar agreements but Pakistan avoided it due to strategic weaknesses.

The analyst pointed out that Pakistan has not received threats from any country other than India. He said the nuclear weapons were not directed at any other country. He explained that the international community fears that Pakistan may share nuclear technology with rich Islamic countries. He added that this fear continues to put pressure on Pakistan, especially Israel and Western countries.
He underlined that the concern is focused on countries with significant financial resources. He suggested that Gulf countries or other rich Muslim states could seek Pakistan’s nuclear technology. According to him, the world is worried that economic or financial incentives will prompt Pakistan to transfer nuclear know-how, creating a global security risk.
