The UN Security Council met on Monday (January 12) and United Nations officials warned that Russia had intensified its attacks on Ukraine’s energy infrastructure during the deep winter freeze, leaving millions without heat, electricity and water. U.N. political affairs chief Rosemary DiCarlo told the council that Russian attacks had increased as temperatures dropped well below freezing, causing deaths and injuries to civilians and disproportionately affecting the elderly, children and people with reduced mobility. DiCarlo said the attacks follow a troubling pattern, intensifying when weather conditions worsen and civilians’ need for warmth becomes most acute. The US said the attacks took place while diplomatic efforts were continuing to negotiate an end to the war. Deputy US Ambassador to the UN Tammy Bruce told the council that Washington was closer to a peace deal at any point since the conflict began, but said Russia had escalated tensions by launching a nuclear-capable Oreshnik ballistic missile near the border with Poland and NATO.
