NSW school counsellor banned after having jelly shots and engaging in ‘sexual contact’ with students | New South Wales

A New South Wales school counselor who invited students to his home for alcoholic jello shots before engaging in “sexual contact” has been permanently banned from studying.
The Health Complaints Commission found that Victoria Worsley, known as “Toy” Worsley, posed a “significant and unacceptable risk to the health and safety of the public” and was permanently banned from providing any healthcare services in paid or voluntary roles, including counseling and social work.
Through his work at the school, Worsley provided counseling to 18-year-old “Student J” and 17-year-old “Student M.” The commission found that he communicated with both students outside school hours, invited them to his home, took alcoholic jello shots with them and engaged in “sexual intercourse” with them.

The commission found that; “Ms. Worsley repeatedly had sexual intercourse with Student J and also had sexual intercourse with Student M while she was a school counselor.”
The commission did not name the school where Worsley worked, only stating that the permanent ban came into effect from January 21, followed by a temporary ban order from May 13, 2025, while the investigation continues.
Worsley was subject to the code of conduct for unregistered healthcare practitioners and the commission found that he had breached section 13(1), which states: “A healthcare practitioner must not engage in sexual or other intimate personal contact with a client.”
“The Commission’s investigation found that Ms. Worsley violated professional boundaries,” the restraining order states.
“The Commission found that there would be a significant and unacceptable risk to the health and safety of the public if Ms Worsley was allowed to continue providing any healthcare services.”
The ban also applies in Queensland, Victoria, South Australia, Tasmania and Western Australia.
