Haryana Governor Ghosh says crimes against women decreased by 16% in 2025

Haryana Governor Ashim Kumar Ghosh on Friday, February 20, 2026, said that the State government is giving top priority to peace, security and rule of law in the state even as Haryana ranks second in the country in the implementation of three new penal laws.
“As a result of the government’s commitment towards women’s safety, crimes against women have reduced by 16% in 2025. Haryana is leading the country in the fight against cybercrime by recovering 36% of fraud amounts in real time and securing assets of ₹ 256 crore of our citizens by blocking 1.5 lakh fake mobile numbers,” he said while addressing the State assembly during the ongoing Budget session in Chandigarh.
The governor said crimes against women according to Scheduled Castes have decreased in the last 4-5 years.
“The number of such cases of violating the chastity of women decreased from 257 in 2021 to 83 in 2025, a 67 percent decrease in a period of 4 years. Rape cases decreased from 211 in 2022 to 105 in 2025, indicating a 50 percent decrease, kidnapping cases in 2020 It saw a decrease from 23.” It dropped to 10 in 2025, a decrease of almost 50% compared to 2020. “The total number of cases recorded under the provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act alone has decreased from 132 in 2021 to 48 in 2025,” he said.
The Governor said that the State police, which dealt a blow to organized crime, caught 426 criminal gangs, ensured the extradition and deportation of 15 gangsters who took refuge abroad, and as a result, a 40 percent decrease in extortion incidents was achieved.
He said the state government had replaced “red tape” with “red carpet” to make Haryana one of India’s safest investment destinations.
“Policy clarity, strong infrastructure and reform-oriented governance have significantly increased investor confidence, attracted record investments and accelerated job creation across the State.
He said Haryana is now firmly positioned as a preferred hub for global and domestic investors. “As global supply chains continue to evolve, the National Capital Region of the State is emerging as a major logistics hub. In 2023-24, the total exports of the State reached a historic figure of Rs. 2.75 lakh crore. Moreover, our exports of goods from the State in the financial year 2024-25 reached a historic figure of Rs. 1,61,707 crore, registering a strong growth of over 10.62% over the previous year,” he said.
