Teenager killed by a police officer in Longueuil in September

The Bureau of Independent Investigations (BEI) announced Wednesday that it has completed its investigation into the death of young Nooran Rezayi, who was shot dead by a Longueuil police officer last September.

In a press release, the BEI indicated that it had sent its investigation report to the Director of Criminal and Penal Prosecutions (DPCP), who will analyze it in order to determine whether charges should be brought against the police officers involved.

The BEI, however, noted that two expert reports are still pending. They will be transmitted to the DPCP when received.

Nooran Rezayi was shot dead by police on September 21 in the Saint-Hubert borough, in Longueuil. He was 15 years old.

The BEI had the mandate to investigate the intervention of the Longueuil Agglomeration Police Service (SPAL), since a person died during it.

The report submitted to the DPCP contains all the elements collected by the BEI investigation, including the statements of witnesses and police officers, as well as material evidence.

On the afternoon of September 21, SPAL agents responded to a 911 call concerning a group of potentially armed young people in a public place.

According to initial information released by the BEI, the only firearm seized at the scene belonged to a police officer.

The family of Nooran Rezayi is suing the City of Longueuil and agents of its police department in a civil suit for 2.2 million, estimating that the police officers made an “unreasonable and disproportionate” use of force by opening fire “extremely quickly” twice on the teenager.

For its part, the Montreal Police Department is conducting a parallel investigation into the events that led to the SPAL’s intervention. He carried out searches in connection with this case on February 26.
