A police spokesman said the 39-year-old Iraqi national was arrested on suspicion of causing grievous bodily harm, serious injury by dangerous driving and failing to provide a drug sample. He remains in custody.
A force spokesman acknowledged footage of the incident was circulating on social media but advised people not to share or view the content.

Detective Superintendent Luke Williams said: “We know this incident will cause significant concern in the local community and residents can expect a police presence to continue throughout the night.
“Detectives are working to quickly determine the situation and I would urge anyone with information to contact us.
“We are aware of videos circulating on social media showing the collision and those involved. We do not recommend the public share it, both due to the sensational nature of the footage and in order to protect the integrity of the investigation.”

“At this stage the incident is being treated as a road traffic accident and has not been classed as an anti-Semitic incident by the Metropolitan Police,” the group said in a post on X.
