Hugo Vickers, a distinguished royal biographer, is accustomed to documenting the Windsors’ milestones.
But it is his new girlfriend who is celebrating the milestone in his own life.
American Cindy Jackson, known as the ‘queen of plastic surgery’, announced that she felt able to display her bare arms in public for the first time in a quarter of a century.
The 70-year-old, who once hit the headlines after dating royal staffer James Hewitt, underwent surgery costing around £10,000 to remove fat from her upper arms and place it on her hands.
‘I had a brachioplasty, or upper arm lift, so now I have the right to open my arms,’ he says. ‘Arm lift surgeries are the new face lift surgeries.’
The 74-year-old was photographed with Hugo at Kitty Fisher’s restaurant in Mayfair; It was his first time going out since going under the knife.
‘This was the first time I’d worn sleeveless in 25 years,’ says Cindy.

He wanted to have the surgery done by himself because of the derogatory comments people made.
‘They always say you can tell how old a person really is by looking at their hands,’ adds Cindy, who describes herself as an aesthetic and anti-aging expert. ‘So they can’t do this anymore.’
In 2011, it was reported that Cindy, who was modeled after Barbie, had previously undergone a world-record 52 aesthetic treatments.
In April, I revealed he was dating Eton graduate Hugo, who has three children with his ex-wife Elizabeth Vickers, his second cousin whom he married in 1995.
“I first met him when I was six,” he explained. ‘She was a little girl riding a tricycle. This happened in 1970, when I was 18.’
He joked: ‘I’m a thoroughly modern man. For professional reasons, I allowed my daughter-in-law to use her maiden name. ‘It is necessary to make concessions.’

I’d say it’s also a tribute to Callum’s mother, Rosemary.
The hat was created by milliner Stephen Jones, who worked with Dua’s mother-in-law at her first shop, PX, in London’s Covent Garden in the 1980s.
Hatter says, “I congratulate Dua Lipa and Callum, whom I have known since she was a baby.”
Rosemary, who raised Callum Chelsea council estate, now a psychotherapist.

‘What started as physical bullying turned into sustained psychological bullying, including verbal abuse, humiliation and exclusion,’ one parent told me. ‘The school has failed to comply with its own anti-bullying and behavior policies. ‘I’m picking up my child from school.’
Another parent who withdrew his child said: ‘They didn’t want to deal with the bullies’ parents. I think there’s a lot of fear in that school.’
Headteacher Paul Morgan told me: ‘Like all large schools we occasionally receive allegations of bullying behavior… We take each one extremely seriously.’
