Parna flags $38m hotel in Victoria Park

A vacant corner lot in Victoria Park has been earmarked for a $38 million hotel that would add almost 150 rooms to the area.
Parna Australia has submitted a development application to the Western Australian Planning Commission proposing to build an eight-storey hotel at the corner of the Albany Highway and Rathay Street.
The proposed project consists of 145 hotel rooms, two commercial tenants, a pool, restaurant, meeting rooms and associated parking.
Planning Solutions has compiled the application submitted to the state government’s major development pathway.
“The proposed development will provide additional tourist accommodation and commercial offerings for the thriving Albany Highway area,” the application read.
“The site in question is well placed to accommodate commercial development of this nature and scale due to its frontage on the Albany Expressway and will complement established and future commercial offerings in the area.
“This development represents a high-quality architectural design that will be a focal point for retail, commercial and tourism activity.”

According to ASIC records, Parna Australia is owned by the Simbolon family.
Simbolons is affiliated with PT Parna Raya, a Jakarta-based company known for its diverse investment portfolio including petrochemicals, logistics, oil and gas, hospitality, healthcare and mining.
Marihad Simbolon, a listed director of Parna Australia, founded PT Parna Raya in 1972 as a transport and logistics business.
RP data shows that Parna Australia purchased the project site, which consists of three parts, in 1999.
The site has been vacant since the demolition of a car wash facility on one of the parcels in 2016 and the Suzuki motor vehicle repair center in early 2025, according to the development application.
One of the lots has been vacant since at least 2009, Planning Solutions said in the application.
Documents relating to the proposed hotel have been submitted for public comment and the application will be considered by the planning committee at a future meeting.
