‘A circuit-breaker moment’ – Watch Andy Burnham’s first speech as PM in full

Andy Burnham, the former Mayor of Greater Manchester, made his first speech as prime minister outside No 10 today after succeeding Sir Keir Starmer as leader of the Labor Party.
In his speech, he promised to give the public “more breathing space” and said he would prepare a new 10-year plan for England by the end of this year.
He also announced that his first directive as prime minister would be to end rough sleeping, which was met with applause from supporters gathered outside Downing Street.
His predecessor Starmer made a farewell speech at the same point this morning before formally tendering his resignation to the King.
