Although the committee recommended the establishment of a strata commissioner for dispute resolution and education, it remains to be seen whether such a role would also include enforcement measures and the power to impose penalties. Regardless, there is a clear need for a properly funded strata commissioner to act as an advocate for long-suffering residents who are unable to resolve disputes over building management issues.
