After Microsoft, Amazon backs proposed legislation to limit Nvidia’s AI chip exports to China: Report

The report noted that Microsoft publicly supported the legislation, whereas Amazon’s cloud division privately informed Senate staffers that they supported the legislation.
Meanwhile, Meta Platforms and Alphabet’s Google and US President Donald Trump have not taken a position on the Law, the report said.

Nvidia, the world’s leading chipmaker, warned on Friday that the GAIN AI Act could limit international competition for advanced chips and potentially reduce computing capabilities available to other nations.
“We would never deprive American customers of service to the rest of the world. While trying to solve a problem that does not exist, the proposed bill would restrict worldwide competition in any industry that uses mainframe chips,” an Nvidia spokesperson said. Reuters earlier.

What does the legislation say?
The report stated the following in the legislation: “It should be the policy of the United States and the Department of Commerce to deny licenses for the export of the most powerful AI chips, including chips with a total processing power of 4,800 or more, and to restrict the export of advanced AI chips to foreign entities as long as U.S. entities expect and cannot receive the same chips.”
The rules are similar to some aspects of previous AI deployment regulation proposed by US President Joe Biden, which allocated certain amounts of computing power to allies and other nations.
The AI Proliferation Rule and the AI Acquisitions Act are Washington’s efforts to focus on American interests by allowing domestic companies to access advanced chips while restricting China’s access to advanced technology due to concerns that China could use AI to improve its military capabilities.
