The Enforcement Directorate (ED) said it appointed three doctors involved in the controversial Al-Falah University’s Red Fort blast incident in November 2025 without police approval or other verification. One of them was an alleged suicide bomber. Head of the university’s human resources department, Dr. Jameel Khan had appointed them after recommending them to president Jawad Ahmed Siddiqui, who approved their appointments.

As part of the probe into the money laundering case against the promoter of the Faridabad-based university, the central investigation agency has submitted the statements of various senior administrators and faculty members in a chargesheet filed in a Delhi court on Friday. The ED named 61-year-old Jawad Ahmad Siddiqui, who was arrested after the incident, and Al Falah Charitable Trust in the complaint filed under various sections of the Prevention of Money Laundering Act. The two organizations control all educational institutions of the university.

The ED’s investigation has so far covered the university’s accumulation of funds and the use of those funds under the Anti-Money Laundering Act 2002. The National Investigation Agency (NIA) has taken charge of the investigation into the Delhi blast.

The chargesheet, running nearly 260 pages, seeks to allege Siddiqui and his Foundation for allegedly obtaining illegal money by charging fees from students and forging the accreditation and recognition of their institutions.

ED issued a notification on Friday saying it had temporarily seized the university’s land and building in Dhauj, Faridabad, worth around Rs 140 million.

The court has not yet considered the ED charge. Citing the ED report, officials told PTI that doctors in the medical college were appointed “on paper” and listed under the clause of “22 days punch” or “two days a week” to be shown as regular faculty “just to get the necessary approvals” from the National Medical Commission for uninterrupted operation of the health facility.
