Amit Shah inaugurates Integrated Command and Control Centre, part of city Surveillance system

Established by Guwahati Smart City Limited, ICCC is a part of the Intelligence City Surveillance system.
The new office building of the Chief Constable was constructed at a project cost of Rs. 111 crore. The building has an infrastructure facility consisting of 10 (B+G+8) floors, with different facilities provided on each floor. The building includes a media interaction cell, verification unit on the first floor, court hearing rooms, archives, waiting rooms, civil service, Integrated Command and Control Centre, different rooms for officers with different departments of the police, extensive external development works, robust MEP services, HVAC systems and a large-scale solar PV installation. The complex is planned to support intense public participation, with a strong emphasis on safety, security, sustainability and public convenience.
The Integrated Command and Control Center (ICCC) has been given shape to include a financial outlay of Rs. 181 crore with advanced command and data facilities, two thousand security cameras and citizen security and alert system. ICCC will operate an intelligent surveillance system to enhance city security, strengthen law enforcement and provide real-time monitoring of events across Guwahati.
On the occasion, Shah also flagged off 39 Mobile Forensic Vehicles as part of the initiative to strengthen scientific crime investigation. This is part of a larger effort to increase the use of forensic science in India’s criminal justice system, especially following the introduction of new criminal laws mandating the visit of a forensic expert in crimes punishable by more than seven years.
Shah also inaugurated a state-level exhibition on three new penal codes – Bharatiya Nyaya Sanhita, 2023, Bharatiya Nagarik Suraksha Sanhita, 2023 and Bharatiya Sakshya Adhiniyam, 2023 – at the new office building of the Commissioner of Police, Guwahati. It is stated that the laws will come into force on July 1, 2024. The exhibition is part of a nationwide awareness-raising initiative that aims to inform citizens, law enforcement and stakeholders about the provisions, objectives and transformative features of the new legal framework that replaces colonial-era criminal laws and aims to provide faster, citizen-centered justice.
Assam has consistently ranked first among all states in the implementation of Naveen Nyaya Sanhita, according to the Ministry of Home Affairs; Assam scored 81.20 per cent in the NCLI dashboard compared to the national average score of 57.02 per cent. Assam became the first state to ensure 100 percent geofencing of all Police stations on the PM Gati Shakti portal. Assam is the first state to register DNA samples with MCU.
