Prime Minister Narendra Modi chaired a national Chief Secretaries conference on Saturday, December 28, 2025, where he held insightful discussions on various issues related to governance and reforms, officials said.

They noted that the conference was another important milestone in strengthening Centre-State partnership through structured and sustained dialogue on national development priorities.

“We had insightful discussions on various issues related to governance and reforms during the National Principal Secretaries Conference held in Delhi,” Mr. Modi wrote to X.

The event was attended by PK Mishra and Shaktikanta Das, Principal Secretaries to the Prime Minister, Cabinet Secretary TV Somanathan, NITI Aayog members and Chief Secretaries of all States and Union Territories.

Based on extensive deliberations between Central Ministries, ministries, NITI Aayog, States and UTs and domain experts, the conference will deliberate on the theme ‘Human Capital for Viksit Bharat’, covering best practices and strategies to be followed by States and UTs over the weekend.

Particular attention is given to five key areas: early childhood education, schooling, skills acquisition, higher education, sports and extracurricular activities.

According to the conference schedule, there will be six special sessions on deregulation in the United States over the weekend; technology in governance: opportunities, risks and mitigation; agristack for smart supply chain and market linkages; One state, one world-class tourism destination; He is making plans for the future of Aatmanirbhar Bharat and Swadeshi and Left Wing Extremism.

Additionally, discussions focusing on preservation and digitization of heritage and manuscripts and ‘Ayush for All – Integration of Knowledge in Primary Health Care Delivery’ will be held.

Building on the Prime Minister’s vision of collaborative federalism, the conference serves as a forum where the Center and States collaborate, devise a unified roadmap to maximize India’s human capital potential and accelerate inclusive, future-ready growth.

The national principal secretaries conference has been held every year for the last four years.

The first edition was held in Dharamsala, Himachal Pradesh in June 2022, followed by conferences in New Delhi in January 2023, December 2023 and December 2024.
