Australia joins EU’s innovation powerhouse: Why Horizon Europe matters

In an era where technological capability increasingly underpins economic prosperity, national security, and geopolitical influence, innovation partnerships have become as important as trade agreements and defense alliances, writes Paul Budde.
As more attention is paid to defense deals, trade negotiations and geopolitical tensions, one of the most important developments for Australia’s future may have happened with far less fanfare. I’m in Europe right now and saw the news on TV. What’s this European Union published.
The European Union (EU) and Australia have successfully completed negotiations on Australia’s partnership with the EU. Horizon EuropeThe EU’s €93.5 billion research and innovation programme. From 2027, Australian organizations will gain direct access to parts of what is considered the world’s largest multinational research and innovation initiative.
At first glance, this may seem like just another research funding arrangement that primarily benefits universities and scientists. In reality, this has potentially far-reaching impacts on Australia’s technology sector, economic development and digital future.
Horizon Europe is not just a grant program. It is one of the main mechanisms through which Europe shapes its future in areas such as artificial intelligence, quantum technologies, advanced manufacturing, cyber security, telecommunications, renewable energy, biotechnology and space technologies.
For decades, Australia has faced familiar criticism. We produce excellent research, but often struggle to translate that research into business results, new industries and global technology leadership. Often, discoveries in Australia are commercialized elsewhere and the economic benefits flow overseas.
The Horizon Europe agreement offers the opportunity to change this equation.
Under the new regulation, Australian organizations will no longer participate solely as external partners. They will be recognized as eligible organizations from a partner country and will be provided with access to funding opportunities on similar terms to European participants. In many cases, Australian organizations will be able to lead international research consortia rather than contribute to them.
This represents a significant step forward in Australia’s integration into global innovation networks.
Timing is especially important.
For much of the digital era, Australia’s technology relationships have been largely shaped by developments in the United States. American companies dominate the global digital ecosystem. Our smartphones, cloud services, social media platforms, operating systems and much of our software infrastructure are largely sourced from the United States.
At the same time, China has developed its own technology field, which is becoming increasingly strong, especially in telecommunications equipment, manufacturing, artificial intelligence and digital platforms.
Europe followed a different path. Rather than competing directly with American platform giants or China’s state-backed tech champions, the European Union has focused on building strengths in trustworthy technologies, digital regulation, cybersecurity, climate technologies and industrial innovation.
Central to this approach is the concept of digital sovereignty, which refers to the ability of nations and regions to exercise meaningful control over critical digital infrastructure, data, standards and technological developments.
This is where the Horizon Europe agreement applies specifically to Australia.
As I have previously noted, Australia faces increasing challenges in maintaining its sovereignty over critical digital systems. Communications networks, cloud services, satellites, mobile applications, artificial intelligence systems and connected devices increasingly operate beyond traditional national regulatory frameworks.
Participation in European research ecosystems provides Australia with an additional pathway. Australian organizations can directly contribute to the development of future technologies and standards, rather than relying solely on technology developed elsewhere.
Its effects are very important for the ICT sector.
The program covers areas that will shape the next generation digital infrastructure, including artificial intelligence, cyber security, advanced communication networks, semiconductors, quantum computing, smart energy systems and space technologies.
The opportunities are particularly significant for Australia’s telecommunications sector. Europe continues to be the global leader in telecommunications research and standards development. Much of the work that will support future 6G networks, satellite communications, network resiliency and AI-enabled telecommunications systems is already underway within European research programmes.
Australian companies, researchers and technology start-ups now have a clearer path to tapping into these networks.
But access alone does not guarantee success.
Australia has a long history of producing excellent research without fully capturing its economic value. To realize the benefits of Horizon Europe, governments, universities and industry will need to work together more effectively. Stronger commercialization pathways, increased private sector research investment and better support for small and medium-sized businesses will be crucial.
Otherwise, the deal risks becoming just another opportunity that looks impressive on paper but has limited practical results.
The wider significance of Horizon Europe lies in what it says about Australia’s place in the world.
In an era where technological talent increasingly drives economic prosperity, national security, and geopolitical influence, innovation partnerships are becoming as important as trade agreements and defense alliances.
Australia’s relationship with Horizon Europe signals the recognition that our future competitiveness will depend not only on importing technology but also on helping to create it.
Whether this opportunity proves to be a turning point for Australia’s innovation economy will depend on what happens next. Now the door is open. The challenge is whether Australia has the will and ability to get through this.
