Australia’s AI paradox: Mass adoption, minimal strategy

As generative AI becomes an everyday tool for Australians, new OECD data reveals a dangerous gap between mass uptake and the absence of any serious national strategy to manage it. Paul Budde reports.

NEW OECD DATA It shows that more than a third of people in OECD countries will use productive artificial intelligence (AI) tools in 2025.

Among students aged 16 and over, usage rises to nearly three-quarters. Artificial intelligence has moved from innovation to everyday use with extraordinary speed.

Australia is unlikely to be left behind. We are probably above the OECD average for individual use. Australians are eagerly embracing new digital tools, especially when they arrive embedded in familiar platforms.

But beneath these headline figures lies a more disturbing truth: Australia’s AI uptake is largely unplanned, disorganized and strategically hollow.

The real divide is institutional, not generational

The OECD highlights a sharp age divide in the use of AI, and this is important. While young Australians instinctively use generative AI, many older Australians remain hesitant or excluded. As I have previously discussed in the context of digital exclusion and aging, the adoption of technology without structured support risks widening rather than closing social and economic gaps.

But the more important divide is institutional, not generational.

Students are using AI at scale, but education systems are struggling to adapt assessment, curricula and teaching methods. Employees are exposed to AI tools informally, but reskilling pathways are fragmented or non-existent. While employers experiment without guidance, regulators remain largely on the sidelines.

Australia is once again letting technology race ahead of politics.

We have seen this model before on the internet, social media and cloud computing.

Heavy use, zero sovereignty

As I have written before, Australia has a chronic weakness when it comes to digital sovereignty. We enthusiastically consume digital services but have almost no impact on the infrastructure on which these services run. This weakness now becomes critical in the age of artificial intelligence.

Australia currently has almost no control over its data infrastructure. The vast majority of data produced by Australians, including data used to train, fine-tune and operate AI systems, flows through offshore platforms and cloud services owned by a small number of US hyperscalers. Decisions about data access, pricing, model behavior and risk management are being made elsewhere under legal and policy frameworks that do not reflect Australia’s democratic priorities.

As I have discussed before, data control is increasingly becoming equivalent to policy control. When governments lack influence over the infrastructure layer, regulation becomes reactive and symbolic rather than effective.

Europe chose a different path

Other jurisdictions have taken a more deliberate approach. of Europe Digital Services Act and related digital regulation offer a more democratic and privacy-focused alternative to the largely market-driven model that prevails in the United States. The European framework, however imperfect, clearly recognizes that digital platforms (and now AI systems) shape public discourse, economic power and civic life and therefore require governance in the public interest.

Australia, by contrast, has largely complied with US regulatory norms without having the scale, bargaining power or legal clout of the US market. We have embraced technology but not the governance model that could protect citizens, institutions and democratic accountability.

In the context of generative AI, this leaves Australia vulnerable. As we introduce AI systems into education, business, and government, we also surrender control over the data, infrastructure, and rules that determine how these systems evolve.

Business adoption reveals deeper weakness

OECD data also shows that firm-level AI adoption is concentrated in Information and Communications Technologies (ICT) and knowledge-intensive industries. Just over 20 percent of firms reported using AI in 2025, and growth has begun to slow.

For Australia, this is a warning sign. Our economy is dominated by small and medium-sized businesses in services, construction, healthcare, education and local government; These are the sectors where the adoption of fully configured AI could increase productivity and where policy support is weakest.

As I have discussed previously in relation to digital infrastructure and productivity, Australia often assumes that “the market will solve this problem”. In practice, without sector-based programmes, common frameworks and public investment, adoption remains shallow and uneven.

Training is improvisation – again

OECD figures confirm what educators already knew: AI is now a permanent feature of learning. But Australia’s response to education remains largely reactive.

Teachers are expected to manage the use of AI without adequate training. Universities are vacillating between embracing AI and policing it. Evaluation systems designed for a pre-AI world are reaching beyond their limits. This echoes the early days of the internet, when policies were years behind reality and institutions were left to improvise.

The risk is not in students using AI. The risk is that we fail to teach them how to use it critically, ethically and responsibly.

Strategy is about talent, not control

There are no discussion papers or advisory bodies on AI in Australia. What is missing is execution.

A credible national approach would include sector-based AI programs, digital infrastructure for the public good, reskilling pathways that include older workers, and open data sovereignty rules for public sector AI use.

Regarding energy systems and digital networks, strategy does not mean resisting technology. It’s about retaining the agency.

OECD data should be read as a warning. The window for shaping how AI will be embedded in Australian society is narrowing. Without institutional leadership, Australia risks becoming a nation of avid users and strategic bystanders.
