Case filed against accused named in deceased’s final note following complaint by wife

A case was registered on the complaint of senior IAS officer Amneet P Kumar, wife of late IPS officer Y Puran Kumar, against the persons named in the deceased’s suicide note. According to the official statement issued by the Chandigarh Police, the accused have been charged with abetting suicide and committing offenses under the SC/ST (Prevention of Cruelty) Act.

Amneet P Kumar, wife of late IPS officer Y Puran Kumar, has written a letter to Haryana Chief Minister Nayab Singh Saini, demanding immediate registration of FIR, suspension and arrest of the accused named in her husband’s suicide note. He also called for lifelong security for his suffering family.

In her letter addressed to the Prime Minister, Amneet expressed her deep sorrow and deep sense of injustice over the tragic and untimely death of her husband and described him as an outstanding and well-equipped police officer who served the state and the nation with honesty, courage and dedication. He recalled that Y. Puran Kumar, a recipient of the President’s Meritorious Service Medal, was a symbol of integrity and discipline and was also a source of inspiration and strength for the Scheduled Caste community.

Amneet stated that although there was a clear and detailed suicide note containing the names of those responsible for the harassment and humiliation, no FIR was registered even after 48 hours of the incident. He emphasized that the suicide note is a death declaration and should be considered as vital evidence.

He claimed that powerful and senior officials of Haryana Police and Administration, mentioned in the suicide note, influenced the Chandigarh Police to delay the action. Referring to the provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989, he pointed out that no preliminary investigation is allowed after a cognizable offense is disclosed under the Act.

Expressing concern for her and her family’s safety, Amneet wrote that the accused officials may try to slander or blame her and her family. He therefore sought the Prime Minister’s personal intervention to ensure justice and protection.

He called for immediate registration of an FIR against all those mentioned in the suicide note who filed a complaint, removal and arrest of the accused to prevent interference in the investigation, and provision of permanent security protection for the family, especially the two daughters, who are in mental distress and fear. He also demanded that the family’s honor and rights be protected.

Saying that her husband’s death was a test of belief in justice, equality and the rule of law, Amneet said that the silence of the system only deepens the pain of the family and the society that respects it. He called on the Prime Minister to take swift action to ensure that justice is not delayed or denied.
