CCP dumping threatens steel, auto and farming sectors as enforcement ramps up

America is under economic attack. For decades, Washington politicians looked the other way while the Chinese Communist Party (CCP) quietly flooded our markets with artificially cheap goods, destroying American jobs and entire industries. Thanks to President Trump, this era of willful blindness is over. But the fight is not over yet.
When you hear the term “dump,” it may not sound like much of a threat. But this is one of the most destructive economic weapons the CCP uses against the United States. Dumping occurs when a country subsidizes the production of a good in order to flood another country with cheap goods and shrink domestic production capacity. The practice is anti-free market because it uses government funding to produce goods beyond consumer demand and distort prices.
While career politicians shrugged and let multinational corporations outsource American jobs to Beijing, President Donald Trump said enough. On his first day back in office, President Trump signed the America First Trade Policy Executive Order, directing his administration to review existing tariffs and tariffs on Chinese goods to ensure they are strong enough to actually stop cheating. Unlike past administrations, the Trump administration is actively tackling litter around the world.
TRUMP’S TARIFF WAR WITH BEIJING IS PART OF A MULTIPLE PRODUCED STRATEGY TO SECURITY AMERICA FROM A MUCH BROADER THREAT
President Trump is taking action. But Communist China is persistent, creative and patient. CCP will seek workarounds, change product categories, route goods through third countries and investigate every gap in our enforcement framework. America should pursue a strong sanctions agenda with the U.S. Trade Representative and continue to enforce Anti-Dumping and Countervailing Duties to keep international markets fair and keep China bound by agreements it has already signed.
The industries under CCP attack represent the backbone of American industry: steel and aluminum, automobiles, critical minerals, fertilizer, food products, lumber, textiles, furniture, and chemicals. Tens of millions of Americans are employed in these industries. When Chinese companies bring low-priced, subsidized products to our market, American manufacturers cannot compete in an economy where China has decided the rules don’t apply.
This is a conscious strategy. The CCP’s goal is to infiltrate the world’s largest economic markets, eliminate competition, and make the United States and Europe dependent on China’s manufacturing supply chain.
China controls approximately 60% of the world’s rare earth mining and approximately 90% of its refining capacity. U.S. Secretary of the Interior Doug Burgum described exactly how Beijing is weaponizing this dominance: “They target a particular mineral, dump some on the market, drive the price down. And companies that were profitable, including U.S. companies, suddenly become unprofitable.”
THE WEST STILL DOES NOT UNDERSTAND CHINA’S RARE WORLD END DANGER
When it comes to steel, China is both the world’s largest producer and exporter, and its exports increased by a further 7.5% from 2024 to 2025. The Trump Administration launched an investigation into structural overcapacity in China’s steel production; Global excess capacity is expected to reach 721 million metric tons by 2027.
China also controls 60% of the world’s supply of glyphosate, a chemical critical for herbicide production. If America becomes dependent on China to grow its food, the national security consequences will be clear and alarming.
Even the automotive industry is not safe. China increased car chassis exports to the EU by 327% in 2023 to weaken European production. The United States cannot allow the same thing to happen here.

The Trump administration rightly recognized the seriousness of the problem. President Trump has imposed tariffs, launched trade investigations, and put America’s economic sovereignty back at the center of U.S. foreign policy. No president in modern history has done more to expose and confront the CCP’s fraudulent business playbook, and American manufacturers, steelworkers, farmers, and families are better off because of it.
Congress has also given the President powerful tools through Sections 201 and 301 of the Trade Act of 1974 that allow the President to impose tariffs on products imported with the intent to harm domestic industry. The Trump administration uses these tools to great effect.

Every time one of Communist China’s garbage disposal plans goes unchallenged, an American factory is put at risk. Every time the app slips, the CCP learns that it can go even further. Now is not the time to become complacent or compromise. It is time for unity, determination and a clear-eyed America First strategy.
President Trump is working to protect American workers from the CCP’s garbage dump. We must ensure that the struggle is not abandoned when it becomes undesirable. China is counting on our attention to weaken. We cannot allow this.
