Critical California governor’s race begins to take shape

NBC News predicts that Democratic gubernatorial candidate Xavier Becerra will enter the November runoff election, but it is not yet known whether his opponent will be Republican political commentator Steve Hilton or Democratic billionaire Tom Steyer.
