It has long been suggested that the best way to deal with this problem is: Donald Trump is to focus on their actions rather than the endless cascade of provocative rhetoric.

That theory is being put to the ultimate test this week as Europe tries to figure out what to do with a U.S. president who has threatened to take Greenland, said he would impose tariffs on allies who dare stand in his way, and declared that he no longer feels obliged to think only of peace because the bad people of Norway haven’t given him a bounty.
