Desai-led 9-member panel to examine Bengal draft UCC bill

Kolkata: The West Bengal government has constituted a nine-member committee headed by former Supreme Court judge Justice Ranjana Prakash Desai to examine the draft Uniform Civil Code (UCC) for the state. The panel, which will start functioning immediately, also includes former Meghalaya governor Tathagata Roy, Resident Commissioner Dushyant Nariala and Chief Secretary (Home and Peak Affairs) Sanghamitra Ghosh as member-conveners, among others.

A government notice published on Friday said the committee was formed taking into account the “broad implications and voluminous nature” of the proposed legislation. He said the state government has already prepared a draft bill titled Uniform Civil Code, West Bengal, 2026 and the panel will conduct a comprehensive review before further steps are taken.

“The Governor has been informed that the State Government has prepared a Bill to create a comprehensive legal framework for all citizens residing in the state, irrespective of their religion, belief or community, regarding critical aspects of personal civil matters such as marriage, divorce, intestate succession and probate,” the statement said. The government said the draft law aims to create a common legal framework regulating personal civil matters for all residents of the state, regardless of religion, belief or community.

Other members of the committee include retired IAS officer Shatrughna Singh, academician Dr. They include Ratna Bhattacharya, former Gour Banga University vice-chancellor Gopalchandra Misra, lawyer Osman Gani Mallick and former executive director Nirmalya Bhattacharyya.


The committee was formed following the state cabinet’s approval on July 2. On June 29, Chief Minister Suvendu Adhikari had said that the panel will submit its recommendations within four weeks, after which the bill will be introduced. He had also said that the proposed legislation would be modeled on the UCC laws enacted in Uttarakhand, Gujarat and Assam, while Scheduled Castes and STs would remain outside its scope.
