Europe, Ukraine eye 12-point plan to end war: report

According to Bloomberg News, European countries are working on a 12-point proposal with Ukraine to end Russia’s war on current battle lines.

The report, based on sources familiar with the matter, stated that a peace board chaired by US President Donald Trump will oversee the implementation of the proposed plan.

European leaders on Tuesday urged the United States to act decisively in demanding an immediate ceasefire in Ukraine and to use existing battle lines as the basis for future negotiations.

The Russian government has long demanded that Ukraine agree to cede more territory before any ceasefire.

Under the proposal, Ukraine will receive security guarantees, funds to repair war damage and a fast track to join the European Union, the Bloomberg report said, adding that the proposals envisage the return of all deported children to Ukraine and the exchange of prisoners if Russia follows Ukraine on a ceasefire and both sides commit to stopping regional progress.

The report, based on sources, stated that both sides will enter into negotiations on the management of the occupied territories, but neither European countries nor Ukraine will legally recognize the occupied territories as Russian.

Reuters could not immediately confirm the Bloomberg report.

This comes after a planned summit between US President Donald Trump and Russian President Vladimir Putin was suspended on Tuesday.

A senior White House official told Reuters that “President Trump has no plans to meet with President Putin in the near future” after Secretary of State Marco Rubio and Russian Foreign Minister Sergei Lavrov had a “productive conversation” but opted not to meet in person.

Trump announced last week that he and Putin would meet in Hungary soon to discuss ending the war in Ukraine.

Trump, who spoke to Putin by phone last week and met with Ukrainian President Volodymyr Zelenskiy, had been hoping for another high-profile meeting with the Russian leader after an August summit in Alaska failed to advance talks.

However, preparations for the summit were disrupted and the two sides postponed the preparatory meeting between Rubio and Lavrov, which was expected to be held in Budapest on Thursday.

Lavrov and Rubio spoke by phone on Monday.

Lavrov said the location and timing of the next Trump-Putin summit are less important than the substance of implementing the agreement reached in Alaska.

The Kremlin said that there was no clear date, that “serious preparations” were needed for the summit and that this could take time.

“Listen, we have understanding about the presidents, but we cannot postpone what is not yet finalized,” Kremlin spokesman Dmitry Peskov said.

“Neither President Trump nor President Putin gave specific dates.”

Peskov answered the question whether the Kremlin had an understanding about the possible date of the summit as follows: “No, there is no understanding.”
