New $70 million shopping centre proposed for Scarborough Beach Road site

Plans for a new $70 million shopping center along Scarborough Coast Road have been announced, with a development application currently lodged with the City of Stirling.

The shopping center, which will be called Woodlands Neighborhood Center, will include eight stores, including a supermarket, two restaurants, a recreation area and rooftop parking.

The center will be built on a “prominent” site of around 11,000 square meters on Scarborough Beach Road in The Woodlands, near the Innaloo Shopping Centre, that has stood vacant for more than 20 years.

The proposal is led by developer Windsor Knight.

Subject to approval, the development is expected to include a mix of retail, specialist, healthcare and food and beverage tenants, with a central public road forming the center of the center and connecting Ewan Street to Stirling city centre.

The 6,383 square meter center will have 174 car bays, 168 of which will be open to the public on the rooftop.

The same developer’s previous proposal in 2022 for two apartment towers with 122 homes and a public plaza with shops on the site was withdrawn due to “feasibility of the residential component.”

Urban designers responsible for the application report said the center was designed to transform “an eyesore of a site” into a local landmark.

“The development will create a lasting addition to the growing Stirling city centre, with a high-quality and thoughtfully crafted precinct that sets the benchmark for design and sustainability excellence in the region,” they said.

“(The centre) aims to create a true urban village that corresponds to its status as a neighborhood center and functions as a landmark when traveling from the city center towards the waterfront.”

According to the local planning scheme, there is a minimum housing requirement for the site.

The new proposal does not include any housing and the developers are seeking a change to the plan.

Public consultation on the proposal is currently being held through the City of Stirling and will remain open until Saturday 29 November.

Once the consultation is complete, the city will prepare a Responsible Authority Report containing a recommendation on the proposal.

The Responsible Authority Report and application will be assessed by State planning authorities and the final decision will be made by the Metro Internal Development Assessment Panel at a later date.
