New York: The long-discussed UN chapter on Iran’s nuclear program has officially closed. Iran, Russia and China wrote to United Nations Secretary-General Antonio Guterres informing him that Resolution 2231 had been terminated.

The letter was sent by the permanent missions of the three countries. He stated that “they confirm that all provisions of Decision No. 2231, in accordance with the current paragraph 8, are terminated after October 18, 2025.” The statement said that the date “marks the end of the Security Council’s assessment of Iran’s nuclear issue.”

Resolution 2231 approved the 2015 Joint Comprehensive Plan of Action (JCPOA), an agreement that lifted sanctions against Iran in exchange for limits on Iran’s nuclear activities. When it was passed, it was hailed as a diplomatic victory after years of tension over Tehran’s nuclear ambitions.

This balance collapsed in 2018. The United States withdrew from the agreement by reimposing sanctions, which Tehran and its allies described as illegal actions. Later in 2020, Washington tried and failed to trigger the JCPOA’s “fallback” mechanism, a clause aimed at reimposing sanctions if Iran violates its commitments.

Europe soon followed in Washington’s footsteps. Britain, France and Germany have frozen trade with Iran and abandoned promises to bring America back to the deal. His claims were based on allegations that Iran’s nuclear program was being diverted to non-civilian purposes; these accusations the International Atomic Energy Agency never confirmed, even after years of intrusive inspections.

Earlier this year, the European trio made a new attempt to revive the withdrawal process, reimposing sanctions in September. Iran, Russia and China rejected this move as unfounded.

Their joint letter to the UN reminded the world that Europeans “have no legal right to reinstate sanctions due to their lack of commitment to the JCPOA.” The message emphasized that “E3, which has ceased to fulfill its commitments under both the JCPOA and Resolution 2231 and has also failed to exhaust the Dispute Resolution Mechanism (DRM) procedures, does not have the authority to invoke the provisions of this mechanism.”

Allies also said respecting the October 18 deadline would “strengthen the Council’s authority and the credibility of multilateral diplomacy.”

Closing appeals called on all nations to help create “a favorable atmosphere and conditions for diplomatic efforts.”

Once the most controversial item on the UN agenda, the Iran nuclear dossier is now officially over after a decade of infighting and failed mediation.
