Graham’s death complicates myriad GOP goals in Congress

The death of Sen. Lindsey Graham is likely to disrupt a number of Republican policy efforts as Congress loses a leading White House figure and coalition builder.
RS.C., who died at the age of 71. Graham was a titan of the Senate, and his close relationship with President Donald Trump helped the upper chamber broker numerous deals and secure aid for allies like Ukraine. Graham, who chairs the Senate Budget Committee, was integral to Trump’s passage of the landmark compromise tax and spending bill, known as the “big, beautiful bill.”
He also served on the Appropriations, Judiciary, and Environment and Public Works Committees and was known to work across the aisle on policy issues.
Graham’s death comes as the Senate is trying to advance many of Trump’s priorities before heading into a tough midterm election in November, and his passing is likely to complicate those efforts. The long list of unfinished business includes Trump’s sought-after voter ID bill, the SAVE America Act; a third compromise bill to address affordability and renew the military; and the endorsement of Attorney General nominee Todd Blanche.
SAVE America Act
Graham was a staunch supporter of this idea. The Save America Act is Trump’s laundry list of bills that include requiring voter ID and proof of citizenship to vote, as well as several other White House priorities. Trump has focused almost singularly on the bill, even though it has a very high chance of becoming law.
In a call to NBC’s “Meet the Press” on Sunday, Trump lamented that it would be difficult to pass the Save America Act without Graham’s support.
“Let me tell you, this is a major blow to the American Rescue Act,” Trump said. “He was pushing like crazy for the SAVE America Act.”
The SAVE America Act, especially the version put forward by Trump, faced the possibility of becoming law with or without Graham. It was well short of the 60 votes needed to overcome the filibuster in the Senate, given strong Democratic opposition.
But Graham’s death will make it harder for the Senate to convey that there is a good chance it will pass the RELIEVE America Act. Trump noted that he spoke with Graham about the bill on Saturday night.
“He called and said we were ready for the America Rescue Act,” Trump said. “He literally called me about the Save America Act.”
Compromise 3.0
Graham would be an integral part of any additional work Republicans aim to pass their compromise package by the end of this year. The Budget Committee oversees reconciliation bills that must be budget-centered and comply with the Byrd Rule, a mysterious Senate process that allows the upper chamber to bypass the 60-vote filibuster.
Congress has already passed two compromise bills this year; One of them is a big, beautiful bill, and the other is a bill that would fund immigration enforcement agencies after federal agents at those agencies shot and killed two American citizens earlier this year.
The third package, still not fully detailed and largely in flux, was expected to include military spending, affordability issues and fraud to replenish stocks depleted by the war with Iran.
Graham’s death now disrupts all his planning for this bill and leaves the Budget Committee without a chairman.

Graham has been one of Ukraine’s staunchest supporters as it repelled Russia’s invasion that began in 2021. He played a critical role in moving money through Congress and greasing the wheels for Trump to support aid to Ukraine.
The senator had just returned from Ukraine just before his death.
