Pakistan-based terror group Jaish-e-Mohammed (JeM) has launched an online recruitment and brainwashing campaign targeting women, a key strategic move to recruit for its newly formed women’s brigade, Jamat ul-Muminat.

The campaign uses an online platform to bypass Pakistan’s conservative social hierarchy and is said to be spearheaded by close relatives of JeM chief Masood Azhar.

JeM has launched an online course called ‘Tufat al-Muminat’ (Gift of the Believers) with the aim of recruiting and brainwashing women into the terrorist organisation.

Instructors: The 40-minute daily online courses, starting from November 8, will be run by Sadiya Azhar and Samaira Azhar, sisters of JeM chief Masood Azhar.

Leadership Council: Sadiya Azhar, whose husband JeM commander Yusuf Azhar was killed in India’s Operation Sindoor, was appointed as the head of the women’s wing. The leadership council comprises Masood Azhar’s sister Safia and Pulwama attack planner Umar Farooq’s wife Afreera Farooq.

Fee: ₹500 (Pakistani Rupee) is the “donation” contribution required for the course; This step is reportedly indicative of the terrorist organisation’s ongoing fundraising efforts despite Pakistan promising to comply with Financial Action Task Force (FATF) standards.

Recruitment Shift Signals New Terror Tactics

The formation of women’s wing Jamat ul-Muminat was first announced by UN-banned terrorist Masood Azhar at Markaz Usman-o-Ali in Bahawalpur on October 8.

Strategy: Reports indicate that JeM has turned to an online recruitment strategy to bypass restrictions on freedom of movement for women, with the aim of creating a women’s force along the lines of ISIS, Hamas and LTTE.

Suicide Mission Potential: The new women’s unit was designed for propaganda, logistics, and possibly even bouncer or suicide missions; This is a radical departure from JeM’s orthodox Deobandi ideology, which excludes women from taking part in armed jihad.

Target Profile: Recruitment activities are said to focus on wives of JeM commanders and economically distressed women enrolled in the group’s schools across the country, including Bahawalpur, Karachi and Muzaffarabad.

Counter-terrorism officials stated that the strategy was a direct response to security scrutiny after conducting large-scale operations and the JeM leadership realized that women members would be used to bypass checkpoints and conduct operational activities.
