Harvard University leads US colleges in total foreign funding received

FIRST ON FOX: An Ivy League institution received more money from foreign countries, including China, than any other university in the country.

The Trump administration sought to revamp the agency’s online reporting portal, showing that in doing so Harvard University received more foreign funding than any other college in the country.

Harvard is in the crosshairs of Sen. Tom Cotton, R-Ark., for its ties to China and other foreign countries because of the tons of cash the university has received from abroad. And the Senate Republican who chairs the Senate Intelligence Committee wants Education Secretary Linda McMahon to launch an investigation into China’s cash flow into higher education.

“I remain concerned that millions of additional transactions with sanctioned Chinese entities may have gone unreported,” Cotton said. “Therefore, I encourage further examination of the financial ties between American universities and Communist China.”

Harvard did not immediately respond to a request for comment.

Since the portal was relaunched in January, reporting data shows federally funded universities have accepted “more than $6.8 billion from Communist China — more than $300 million of which was from sanctioned entities,” Cotton said.

“Harvard, for example, received more than $630 million from Chinese organizations,” Cotton wrote. “This includes roughly $418,000 from entities participating in foreign capability programs and approximately $420,000 from entities that allegedly supported unauthorized military advances.”

More money flows from foreign countries to Harvard than to any other university on the Department of Education’s list; This figure corresponds to approximately $4.5 billion in 7,089 transactions.

$634 million of this comes from countries of concern.

Of note, China isn’t the only worrisome country sending money to Harvard. A country of concern is one that the federal government has determined has engaged in conduct that is detrimental to U.S. national security, foreign policy, or the safety of U.S. citizens. Venezuela and Russia also sent more than $3.3 million and $750,000, respectively, to the Ivy League institution.

China’s alleged influence doesn’t stop at Harvard.

More specifically, four Chinese organizations are among the top five funders on U.S. watch lists, providing a total of nearly $119 million to universities across the country. This list includes Beijing Institute of Technology, Air China, Ltd., Huawei Technologies Co. and Ocean University of China.

The Ministry of Education announced late last year that the portal would be renewed and accused the Biden administration of neglecting the system.

“After years of neglect by the Biden Administration, the new portal will help our institutions of higher education meet their legal responsibilities and enable us to protect our national security by facilitating improved compliance,” McMahon said in a statement at the time.

“America’s taxpayer-funded colleges and universities have both a moral and legal obligation to the U.S. government and the American people to be fully transparent about their foreign financial dealings,” he continued.
