Jitendra Singh says lateral entry very much in play, ‘still open’ to reservations

Union Minister Jitendra Singh said on Wednesday that the lateral entrance to the bureaucracy was not scrapped and that the government was “still open to the reservation, although it has not been found to be applicable before.

In a video interview with PTI, Singh loan to Prime Minister Narendra Modi for institutionalizing the lateral entry recruitment of the so -called appointment of experts, including the private sector.

After a political order on the lack of a reservation provision, the Union Public Service Commission (UPSC) canceled its ad to fill the key tasks in government offices through lateral entry in August last year.
“We thought that this is not possible (reservation at the lateral entrance), but if there are some options that can be made,” he said.

However, Singh claimed that the government’s lateral introduction program was never abandoned or scrapped.

Previously, the government has been examples of lateral entry, and the biggest example of the former Prime Minister, Manmohan Singh was appointed as the chief economic advisor to the government. “Previously, it was subjective in the past, but the Modi government put a corporate framework for such recruitment and directed them to UPSC,” he said.
“We have put forward certain conditions, conditions, experiences, qualities. So, you know, but at that point, this election process was postponed, because some people said that there should be a reservation. He said.
“For example, if you are looking for the PTI chief editor, you cannot make a predetermined decision, which should be a Dalit or OBC or a general candidate,” he said.
“Even if you say that I will do this with rotation, and this year I will have a Dalit Editor, next year I will be an OBC, then I will be a general candidate, then the error, if I can’t find a candidate for a certain category in a year,” he said.

Singh, “So, do I need a president of the editor? I think it happens everywhere in this private sector. He said.

He said the government still decided to give a fair chance in the true spirit of democracy.

“If there is any option available, you will notify us, you will educate us, we will argue, Sing Singh said Singh.

“We thought it wasn’t possible (then). But we’re still clear, if there are some options that can be made possible. So we put it to wait for it (lateral entry hiring).” He said.

The UPSC issued a notification for the recruitment of 45 tasks through lateral entry on 17 August 2024 – 10 joint secretaries and 35 assistant managers or secretaries -.

However, the decision fired the criticisms of the opposition parties, which claimed that other retroaches (OBC), planned caste (SCs) and planned tribes (STS) weakened the reservation rights.

Union Minister Chirag Paswan, BJP Allied Lok Janshakti Party (RAM Vilas) President, said that the proposed recruitment was “concern” for him and will take the issue with the center.

UPSC canceled the ad on 20 August last year.

Since 2018, lateral recruitment in the central government has been carried out by considering the expertise and expertise in the field in order to appoint individuals for specific tasks.

From 2019 to 2023, up to 63 experts were appointed in different central government departments through lateral entry mode.

35 of them were appointed on the basis of the contract, and the remaining 28 people were appointed as eight joint secretaries on the basis of five contracts and three of them from other government offices/organizations through distribution.

In 2021, the joint secretary (3), Director (18) and Deputy Secretary (9) levels were hired. 14 of them entered the contract, 16 were through satisfaction.
In 2023, 25 such experts were appointed as three joint secretaries, 15 principals and seven assistants. 16 of them were appointed by nine shops on a contract basis.
