James Carville predicts Democrats will pack Supreme Court after 2028

Veteran Democratic strategist James Carville has strong views about the future of his party and says it may be time for Democrats to go on the offensive against what he calls the “identity left.” Appearing on “Saturday in America” with host Kayleigh McEnany, Carville also voiced his support for Democrats to expand the Supreme Court by adding four liberal justices in 2028 if they come back to power.
Asked about expanding the court, Carville said, “Well, it should because the public has lost faith in a whole branch of government.” He replied:
After New York City and Seattle elected two democratic socialists in last week’s special elections, McEnany asked Carville where she stood on the Democratic Party’s leftward shift in ideology.
Carville said a coalition “always wants as many people as possible,” but some just aren’t worth the trouble.

“But when one part of the coalition becomes destructive to other parts, it is time to reconsider your relationship with them,” Carville said.
Regarding what he described as the “identity left,” the progressive wing of the Democratic Party, Carville argued that ignoring them may not be enough and suggested Democrats may need to confront the movement directly.
“I think we shouldn’t just say, ‘You lost, you know you lost, so we’ll move on.’ We may have to attack it positively because it was so stupid, it was so unpopular, and no one wanted to use that kind of language, and it was a huge mistake,” Carville scolded, speaking about progressive Democrats’ push to introduce new gender pronouns.
“That’s all I can say. It caused serious damage to our election process,” he continued. “No one uses it anymore, so people are saying, ‘Oh no, James, declare victory and walk away and be nice,’ and that’s one option. The other option is to say, ‘This was a really, really stupid period in one wing of Democratic politics that did irreparable damage to the party.’ That’s pretty close to my view.”

The conversation then shifted to Carville’s recent comments in which he argued that Democrats should pack the Supreme Court if they win the 2028 presidential election and regain majorities in both the Senate and the House of Representatives. McEnany played a clip from Carville’s Nov. 6 “Political War Room” podcast and discussed the issue.
“I’ll tell you what’s going to happen. A Democrat will be elected in 2028. You know that. I know that,” he said. “The Democratic president will announce that he will establish a special transition advisory committee on Supreme Court reform.”

Carville continued: “They’re going to recommend that the number of Supreme Court justices go from nine to 13. It’s going to happen, folks. It’s going to happen to you, too. They’re going to win. They’re going to have a blue-ribbon panel of distinguished jurists and they’re going to recommend 13, and the Democratic Senate and the House are going to agree to it, and the Democratic president is going to sign it, because they have to intervene so we can get a Supreme Court. The American people have confidence again.”
Carville assured the audience, “So keep that in the back of your mind. And I’ll bet a lot of money that it will happen. A lot.”

McEnany pressed Carville on those comments, noting that former President Joe Biden promised not to pack the Supreme Court and kept that promise. He then asked whether Carville truly believed that a future Democratic president would take action to expand the Court.
“It must be so because the people have lost faith in an entire branch of government,” Carville replied. “That’s the lowest score the Supreme Court has ever had, and if you believe like I do, if you believe that we should trust not just the executive or congressional branch of government, but also the Supreme Court, and nowhere in the Constitution does it say there should be nine. That’s just a number they came up with.”
The longtime Democratic strategist went on to argue that increasing the number of justices from nine to 13 would be the quickest way to “restore some balance in the field.”
McEnany stated that Democrats need to make Puerto Rico a state and end the filibuster so they can pack the Supreme Court. He asked Carville if he would be willing to take those two steps to ensure the vote on convening the court goes in Democrats’ favor.

“I would take those two things, yes,” he replied. “I think when the country was facing a national emergency and I think we were facing a national emergency, you know, they ran fraud on the nominations for judges. That’s not written in the law.”
“But isn’t this just eliminating the filibuster for political reasons? Solve it and Democrats win?” McEnany fired back.
“Why is the Senate doing anything for other than political reasons?” Carville asked. “For political reasons of course! Everything they do is political!”
Carville added that just as Democrats tried to politically damage President Donald Trump with the Epstein files, Republicans did the same thing to Biden with his son Hunter Biden’s laptop. “This is part of politics!” he said.
