People smugglers behind ‘Tripadvisor’ service that trafficked 100 illegal immigrants a week from car wash are jailed

Two people smugglers who ran a ‘Tripadvisor’ travel service for illegal immigrants from a car wash in Wales have been jailed.

Migrants were leaving reviews on social media for videos shot in trucks or boats for trips organized by Dilshad Shamo (43) and Ali Khdir (42).

For two years, the duo smuggled about 100 migrants a week into Europe using planes, boats, trucks, taxis and cars.

Iraq-born Shamo and Iranian-born Khdir secretly ran the operation from their Caerphilly car wash, generating a turnover of £1.8 million in just six months.

Cardiff recorder Tracey Lloyd Clarke told them: ‘You were both organizers of a vast and complex network that enabled the successful illegal movement of large numbers of migrants from Iran, Iraq and Syria to and from Europe.

‘You made this service available to almost anyone willing to pay your fees.’

He added: ‘You were friends and ran the Fast Track Car Wash on Pontygwindy Road in Caerphilly.

‘You are both involved in human trafficking, that is, human trafficking, for financial gain. These people came mainly from Iran, Iraq or Syria.

‘Migrants have often paid thousands of pounds to have you and many others smuggled through various means.’

Smugglers transported people from Iraq, Iran and Syria via the EU to Italy, Romania, Bulgaria, Slovenia, Croatia, Austria, Germany, France and the UK.

The duo, who live and work legally in the UK, ran the operation using a Middle Eastern money transfer system called Hawala banking.

They offered immigrants a multi-layered service that included higher fees for first-class modes of transportation.

They encouraged customers to rate rides with videos of a man sitting in the back of a truck giving his thumbs up when asked what his route was, and an Iranian family being smuggled to Europe shouting, ‘God bless you, we’re so grateful.’

In another video, a migrant says: ‘The truck route was consistent with the driver’s knowledge; here we have men, women and children; Thank God the route was easy and beautiful.’

Later footage shows men smiling at the camera as they point to at least a dozen migrants traveling on a boat.

NCA branch commander Derek Evans said Shamo and Khdir were running the illegal business ‘like a travel agency’.

Ali Khdir, an Iranian national, worked with Shamo to move people from Iraq, Iran and Syria through the EU to Italy, Romania, Bulgaria, Slovenia, Croatia, Austria, Germany and France.

‘Just like on Tripadvisor, they were rating their services within that community,’ he added.

The ‘Platinum’ tier costs between £10,000 and £25,000 and provides immigrants with fake passports and air travel.

The second highest tier, the ‘gold’ service, was provided by transport by ship at a cost of £8,000 to £10,000, while the bronze service, at £3,000 to £5,000, involved travel across the Channel in a lorry or boat.

The couple are thought to have made huge profits by transporting thousands of people across Europe.

Mr Evans said: ‘Our long-running investigation has shown that Khdir and Shamo worked day and night to regulate the movement of migrants across Europe. ‘We believe they kidnapped more than 400 people in just six months.’

Since the processing was done through the Hawala system, very little of the profit was recovered.

“So most of this money is still in Iraq or Kurdistan,” Mr. Evans said.

Shamo and Khdir, from Caerphilly, south Wales, admitted five counts of conspiracy to breach immigration laws in Italy, Romania, Croatia and Germany.

Cardiff Crown Court heard the offenses under the Immigration Act 1971 were alleged to have been committed between October 2022 and April 2023.

Shamo and Khdir were each sentenced to 19 years in prison and told they must serve at least 40 percent of their sentences behind bars.
