Julia Gillard’s NDIS vision was a promise she couldn’t keep

That was Julia Gillard, who in December 2012, just days after a bill was introduced for what would become the National Disability Insurance Scheme (NDIS), called on a room full of disability service provider senior managers and staff to fight for a complete rewrite of service delivery across the country.
