Karnataka Cabinet clears Bill on internal quota

The Cabinet on Thursday approved the Karnataka Scheduled Castes (Subclassification) Bill 2025, a proposed law for internal reservation among the 101 Scheduled Castes in the State. The bill is expected to be brought to the agenda in the ongoing Winter Term of the Parliament.
The cabinet also approved a proposed amendment to the Karnataka State Scheduled Castes and Scheduled Tribes Commission Act, which will provide for the appointment of two additional members to the commission, one from the ST community and the other a woman.
The internal reservation legislation dividing the 17% reservation for SC communities is as follows: 6% each for Dalit Left and Dalit Right communities, 5% for Lambani, Korama, Koracha and Bhovi as well as about 50 Alemari (nomadic communities).
It is learned that the cabinet also approved a proposal to provide e-khata to unapproved properties up to 1,200 square meters in rural areas.
A Senior Minister said the Cabinet also discussed the issue of maize procurement by distilleries and the Karnataka Milk Federation not being at the expected level.
ORR conversion
The cabinet also approved the global standards renewal project for 17.01 km stretch of Outer Ring Road (ORR) between Silk Board junction and KR Puram in Bengaluru. The project is expected to cost ₹450 crore (including GST). The state government has appointed Special Purpose Vehicle, B-SMILE, to execute the project.
In another decision, the Cabinet approved the Karnataka State Road Safety Authority (Amendment) Bill, 2025, one of the components of which is collection of an additional tax at the time of vehicle registration. The amount raised will be used for road safety awareness initiatives.
