KTR says BRS will scrap HILT policy after coming to power; suggests land parcels to be used for IT parks, houses for poor or schools

Bharat Rashtra Samithi (BRS) working president KT Rama Rao has announced that the party will not allow ‘transfer’ of lands to industrialists under the Hyderabad Industrial Land Transformation (HILT) policy.
Accusing the Congress government of running a scam worth ₹ 5 lakh crore, the former minister said they would take legal action to ensure the policy is revoked. He also called on local people, workers and others to join their struggle, stating that these lands were not initially allocated for real estate but for industrial development and job creation.
Accompanied by BRS leaders, including Quthbullapur MLA KP Vivekanand, Mr. Rao toured key industrial areas in Hyderabad, including Jeedimetla, on Thursday, December 4, 2025.
Market value between ₹1 lakh and ₹1.5 lakh
Speaking to the media after interacting with locals, he said: “Although the market value in these areas is between ₹ 1 lakh to ₹ 1.5 lakh per sq ft, the State government is trying to hand over these plots to industrialists for around ₹ 4,000 per sq ft, which is a very low figure.”
He added that the state government is trying to hand over a total of 9,300 acres of land worth ₹5 lakh crore to industrialists and allow them to use their land as they wish.
Stating that moving industrial units out of the city would lead to job loss, he suggested that the government could build IT parks if it wanted to replace polluting industries.

“It can also build houses for the poor, develop parks, schools, hostels and sports facilities. The same land can also be made available to workers in these industries at nominal prices,” he said, adding that the BRS would hold roundtable conferences and other programs to ensure the government does away with this policy.
Announcing that BRS will cancel the policy after returning to power, Rao said, “I warn industrial unit owners not to get involved in this scam as the policy will be cancelled.”
