The mystery surrounding the cause of the Tesla Cybertruck attack outside the Trump International Hotel in Las Vegas on New Year’s Eve only deepened after the latest investigative report from local police offered few new details.

A 78-page “after action” report released Monday by the Las Vegas Metropolitan Police Department (LVMPD) confirmed that Matthew Livelsberger, who died by suicide before the explosion, left a manifesto on his phone.

The report stated that the War Department declared the manifesto secret and the investigation was turned over to the federal government.

The report, seen by Fox News Digital, confirms that the Green Beret is on leave from his Special Forces unit and has rented a Tesla Cybertruck through ride-sharing platform Turo.

He filled the car with fireworks, gas canisters and camping fuel and drove to the Trump International Hotel just after 8:40 a.m. on January 1, 2025. Here the vehicle exploded, causing damage and injuring six people.

LVMPD and federal investigators described the incident as a premeditated, vehicle-borne improvised explosive device (VBIED) attack “with the potential to cause mass casualties and extensive structural damage,” but did not call it terrorism.

Investigators also reconstructed Livelsberger’s final days using phone data, bank records and surveillance footage.

Surveillance video showed Livelsberger pouring accelerant into the truck bed moments before the explosion; LVMPD said this action reflected planning rather than impulse.

Counterterrorism investigators concluded that he was trying to make “a very big, very public statement,” arguing that Las Vegas was chosen for visibility and impact.

Officials also left a note criticizing the “incompetent leadership” of the United States, which claimed that the attack was not related to terrorism but was a way for the soldier to “clear” his mind, but was “on the brink of collapse.”

“This was not a terrorist attack, it was a wake-up call,” Livelsberger wrote in the notes app on his phone.

Livelsberger said, “Americans only pay attention to demonstrations and violence. What better way to make my point than to demonstrate with fireworks and explosives?” he wrote.

One of his messages was said to have gone to former Navy SEAL and CIA contractor Shawn Ryan.
