The Maharashtra cabinet on Tuesday (October 29, 2025) approved the ‘Advanced Maharashtra 2047’ vision document, a roadmap towards the state’s 2030, 2035 and 2047 development goals.
Chief Minister Devendra Fadnavis, who chaired the cabinet meeting, announced that the document will be published soon and said, “This plan has been prepared after consulting at least 7 lakh stakeholders of all ministries and considering their wishes. The targets have been set when Maharashtra turns 75 and we achieve the Viksit Bharat target.”
According to the CMO, a state-wide survey campaign was conducted under the Information and Public Relations Department to capture citizens’ views, expectations, feedback, aspirations and priorities regarding the ‘Advanced Maharashtra-2047’ scheme.
At the meeting, the establishment of the Vision Management Unit to implement this was also approved. “Maharashtra has set the target of ‘Developed Maharashtra-For Developed India’ by 2047. “The plan is as per the objective of the Government of India to make India ‘Developed India @ 2047’ by 2047,” the statement reads.
The vision document was prepared in three phases: short-term vision dated 2 October 2029 (with annual targets), medium-term vision dated 1 May 2035 (Maharashtra@75) and long-term vision dated 15 August 2047 (India@100).
16 sectoral groups were formed to draft the vision document, including agriculture, industry, services, tourism, urban development, energy and sustainable development, water, transport, education and skills development, health, social welfare, soft power, governance, technology, security and finance. These 16 groups fall into four categories: growth-oriented, sustainable, inclusive and good governance. Approximately 100 startups are involved.
The Maharashtra government aims to create a five trillion dollar economy by the centenary of India’s independence. According to the CMO, an Advisory Committee chaired by the Prime Minister and a Coordination Committee chaired by the Secretary General have also been constituted to implement the vision.
Mr. Fadnavis will appoint other members of the Vision Management Unit (VMU) and take up all investments and various policies in the state. Developments will be reviewed every three months and problems will be solved by coordinating with departments. “For this purpose, detailed action plans with socio-economic consequences will be presented to the relevant departments.”
Financing policy and current expenditures will also be restructured according to this document.
