Man hit with steep penalties after committing crime in middle of road: ‘We will not tolerate’

A large pile of dead plants and plastic bags were found in the middle of a rural road in Codrington, South Gloucester. City investigators were able to trace the trash to a man named Bob Stark. He claimed he disposed of rubbish from a borrowed caravan into a nearby shared residence bin, although he did not live in the area.
